A 47-year-old man accused of intentionally running over a man with his pickup truck has refused an offer from the state to plead guilty to a lesser charge in exchange for a 15 year prison sentence.

Kevin Bialowas of Lisbon, who is being held in lieu of $1 million bond on a murder charge, rejected the plea offer when he appeared this morning in New London Superior Court. Had he accepted the offer, the state would have reduced the charge to manslaughter. His case now will be added to the list of those awaiting trial.

Bialowas was charged in August 2009 with murdering 33-year-old Stephen A. Germano in Norwich on July 14, 2009. Norwich police said he intentionally struck Germano at the intersection of Elm Avenue and East Town Street during a dispute involving Bialowas' female passenger. Germano died six days after the incident of blunt traumatic injuries.
