Khalil P. Hipps, 31, of 80 Asylum St., was charged with sale of crack cocaine.

Police said the arrest came after several tips, including from confidential informants, revealed that Hipps was selling crack cocaine on the street and was conducting his operation out of the Liberty House, a transitional sober house. When arrested around 3 p.m. Tuesday, police recovered from Hipps a small amount of crack cocaine packaged for street level sales as well as $725 cash.
