Defining the parties: A hand out or a hand up?

During the past electoral campaign the term liberal and conservative were thrown about.
The difference can be summed up in the following story.
"A starving man comes up to a liberal for a handout. He takes him to a restaurant and buys him a meal."
"A starving man comes up to a conservative for a handout. He gives him a copy of the help wanted ads in the newspaper."
This story sums up the philosophy of the two groups.
