EAST LYME

Parking ban: The town issued a parking ban from 6 a.m. Friday through 8 a.m. Sunday on public streets. Overnight parking is permitted in town lots.

The Emergency Operations Center is open and monitoring weather conditions.

Town officials are asking people to shelter in place, for now. But town personnel are available for emergencies, First Selectman Paul Formica said.

Officials will look into the possibility of opening shelters today, said Formica. Staff is on call at the Community Center for that possibility. If a large number of people need shelter, town officials would consider opening the Middle School to residents, including those from nearby towns.

GROTON

Parking ban: In Groton City, parking will be prohibited on the following streets until 6 p.m. today: Thames Street from Broad Street to School Street; Slocomb Terrace; Beckwith Place; Latham Street (odd side only); Fort Street (odd side only).

The city has made parking available at Groton Heights School, the Municipal Parking Lot at 2 Latham St., and Washington Park.

Residents are reminded that vehicles in violation of the parking ban may be ticketed and towed at the owner’s expense. For more information, call (860) 445-2451.

LEDYARD

Transfer station: closed.

NEW LONDON

Mayor Daryl Justin Finizio ordered all city streets closed as of 4 p.m. Friday.

Following a conference call with Gov. Dannel P. Malloy and the Division of Emergency Management and Homeland Security, the mayor declared a state of emergency in the city.

All events through Sunday at the Custom House Maritime Museum have been canceled.

Parking ban: A parking ban is in effect. No parking is allowed on any downtown city streets, but free parking is available in the Water Street Garage. In the rest of the city, residents must park on the even-numbered side of the street. On streets with one-sided parking, follow posted signs. NORTH STONINGTON

The Department of Emergency Management is asking people to stay off the roads until this afternoon.

NORWICH

Norwich City Manager Alan Bergren has declared the city in a state of emergency. The move gives city officials the authority to close roads if necessary and the authority to call for Connecticut National Guard assistance to remove snow once the storm abates, Emergency Management Director Gene Arters said.

The city has opened the covered levels of the parking garages on Main and Market streets and the Norwich Transportation Center for residents who do not have off-street parking.

Rogers Road transfer station: closed today.

Parking ban: will be in effect during the storm. Downtown residents may park in the covered levels of the Main Street Garage, Market Street Garage and/or the Norwich Transportation Center on Falls Avenue during the storm.

There is no parking on the top decks of any public parking garages. Vehicles without permits must be removed from the Main Street Garage and Market Street Garage by 7 a.m. Monday.

Public Works Director Barry Ellison estimated it could take city crews six to 12 hours to clear snow after the storm. Residents and plow contractors are reminded that it is illegal to blow, shovel, push, plow or otherwise deposit snow on a public street, he said.

OLD LYME

The town issued a parking ban on Lyme Street, as well as Ferry Road from Lyme Street to Route 156 through the duration of the storm.

The Shoreline Food Pantry in town will be closed today.

Town officials advised residents to register phones and electronic devices with the state-sponsored CT Alert for emergency notifications. Residents can subscribe at http://www.ct.gov/ctalert/site/default.asp.

Parks and Recreation: All weekend activities canceled.

Transfer station: closed today.

STONINGTON

The town Emergency Operations Center at the police station is open.

Emergency and town officials will reassess the situation this morning, said Director of Emergency Preparedness George Brennan. If there have been extensive power outages, he said the town will likely open the emergency shelter at the high school. If there have been only scattered individual outages, he said the town Human Services Department has contracted with local hotels for rooms.

Brennan said town plow trucks will be ready to escort police cruisers and ambulances on emergency calls during the night.

The landfill will be closed today.

In Stonington Borough, Warden Paul Burgess said that in addition to its two-person highway crew, the borough has a local contractor on standby to help remove snow. Because there is little room to pile snow along the narrow village streets, Burgess said snow would be piled at Stonington Point. Burgess said he is also concerned about potential flooding because of the storm. The borough was particularly hard hit by flooding during Hurricane Sandy.

Snow ordinance: Stonington Police Department reminds residents of the town snow ordinance that requires vehicles to be removed from the roadways to make way for plows when there is more than 2 inches of snow.

Parking ban: A parking ban will remain in effect until after the storm passes and roads are plowed.

Stonington borough: When there is more than 2 inches of snow, Water Street must be clear of vehicles, and vehicles on Main Street and Elm Street must be parked only on the even side or odd side of the street, depending on whether the date is an odd or even day.

STATE

COLLEGES

Mitchell College: closed.

Connecticut College: There is a campus parking ban in effect throughout the weekend.

Three Rivers Community College: Closed.

HOSPITALS

Lawrence + Memorial Hospital in New London’s Command Center will monitor the storm and deal with any issues that may arise, spokesman Mike O’Farrell said.

At The William W. Backus Hospital in Norwich, sleeping quarters have been set up in conference rooms for staff.
