During a Groton Town Council budget session on April 13, 2009, Councilor James Streeter - now a candidate for Groton city mayor - did not support the city's highway budget request for $2.3 million.

On April 15, 2010, he did not support the city police budget request for $2.4 million. He voted in favor motions to reduce that request, including amounts of $2.2 million, $2.08 million, and the figure that was approved, $2.23 million. He did not support the city highway budget request. He moved a request to reduce it to $1.95 million, which failed, and then supported the approved motion of $2 million.

On April 11, 2011, Streeter did not support the city police budget request, voting to cut it by $89,728.

On April 10, 2012 he did not support the city police budget request of $2.35 million. He voted against a reduced figure of $2.3 million and voted for a lower figure of $2.25 million.

On April 9, 2013, Councilor Streeter suddenly saw the light, saying he supported the budget requests and future litigation by the city against the town to restore any cuts.

In May 2009, then Town Councilor Streeter won a seat on the City Council, resigned from the Town Council, then ran again for Town Council in November, resigning from the City Council.

Groton needs mayor who is supportive and consistent. Re-elect Marian Galbraith.
