High School Hilton, but awful animal shelter

I don't understand why the Waterford High School has to look like the Hilton Hotel, while the poor animals at the dog pound have to live in such horrible conditions.

How about spending a little less on the school and rebuild the dog pound?

Teenagers don't care what the school looks like on the outside.
