New London murder suspect Keith Ramel Delvalle, arrested in New York City and charged as a fugitive from justice, refused to waive extradition to Connecticut Thursday when he was presented before a New York judge.

State’s Attorney Michael L. Regan said his office would be applying for a governor’s warrant, which is the formal process for bringing back a prisoner who refuses to waive extradition.

The 28-year-old Delvalle, whose last known address was at 40 Montauk Ave. in New London, is accused of fatally shooting Jesus “Gee” Pinero in the area of Connecticut Avenue and Prest Street on Aug. 29, 2013. New London police had obtained a warrant for his arrest around Christmastime and enlisted the assistance of U.S. marshals after determining he had fled the state. He was arrested early Wednesday by U.S. marshals and New York City Police, who located him at an apartment in the Bronx’s Co-op City Housing Complex.

Delvalle is charged with murder, criminal possession of a firearm, carrying a pistol without a permit, unlawful discharge of a firearm, criminal use of a firearm and commission of a Class A felony with a firearm.

The state’s attorney has 90 days to complete the extradition process, which entails applying to Gov. Dannel P. Malloy, who will then make a claim to New York Gov. Andrew Cuomo that Delvalle should be released to Connecticut officials.
