Mashantucket – Tribal police arrested a 20-year-old Ledyard man on various gun charges Friday after recovering a loaded 9-mm handgun from the man’s vehicle, police said.

Frank Kelly, with a last known address at 959 Shewville Road in Ledyard, was charged with carrying a weapon in a motor vehicle, carrying a pistol without a permit, possession of a stolen firearm and possession of a large capacity magazine.

Police said Kelly was wanted on an active warrant issued by state police. A search of Kelly’s vehicle turned up the loaded handgun with a 16-round magazine, police said. A check of the gun also revealed it was reported stolen by the Wichita, Kan., police.

Held in lieu of a $100,000 bond, Kelly is due to appear Aug. 15 in New London Superior Court.

The arrest occurred on the same day the Mashantucket Tribal Police Department signed an agreement with the state and gained new policing powers. All arrests, including those of Native Americans, are now sent to the state court system for prosecution, according to the terms of the agreement. State police were responsible for all arrests prior to finalization of the agreement.
