Who will enforce Groton’s new rules of order?

Regarding Groton Town Council ‘tightens up’ rules of order and added disciplinary measures mentioned in The Day (Aug. 12) article, “Mind your manners. Groton OKs new rules to govern meetings,” by Kimberly Drelich. How are the rules to be enforced?
There was no mention of having a sergeant-at-arms present to carry out and enforce the mayor's directions. This is proper decorum as taught in any civics class, especially if, as town councilor Portia Bordelon points out, the rules are “vague and open to interpretation.”
