    Norwich awarded state grant to update Capehart Mill cleanup plan

    Norwich ― The city will receive a $64,000 state grant to update an environmental cleanup plan for the decaying former Capehart Mill complex in Greeneville as part of the city’s long-range plan to create a riverfront park at the site.

    The grant was one of several state environmental remediation grants, totaling $485,000, announced Wednesday by the state Department of Environmental Protection.

    Norwich will use the funds to update the environmental assessment work for the mill cleanup to create Capehart Mill Riverfront Park on a 6-acre site along the Shetucket River in Greeneville.

    In June, Norwich received a $4 million state remediation grant to begin demolition of a portion of the sprawling mill complex that runs from Fourth to Eighth Street in Greeneville. Norwich has applied for $17 million in the upcoming round of Community Investment Fund grant awards to complete the Capehart Mill demolition and cleanup.

    The long-vacant mill has been the target of vandalism and arson fires over the years and now is overgrown with collapsing buildings. The City Council voted in January to acquire the property from the defunct owner, Foot of Fifth Inc. The former owner’s representatives have agreed to contribute $800,000 to the city to assist with the cleanup, Mayor Peter Nystrom said at the time.
