Woman charged in I-395 Norwich crash that killed two
State police arrested a 27-year-old Lisbon woman on manslaughter and assault charges Wednesday in connection with a crash on Interstate 395 a year ago that claimed the lives of two people.
Kristi N. Vincent, 28, of 90 Lisbon Heights, faces multiple charges connected to a July 31, 2023, crash involving three vehicles near a construction zone.
At 12:13 p.m., police said Vincent was traveling south between exits 14 and 18 when her Nissan Rogue, traveling an estimated 66 miles per hour, crashed into the rear of a car that had slowed for a construction zone. The collision led the car that was struck to rear-end another vehicle.
Police said Vincent admitted that prior to the crash she had passed a bottle to a crying child seated directly behind her in a rear passenger seat.
The driver of the first struck car, 44-year-old Jason Osga, was pronounced dead at the hospital on the day of the crash. Osga’s passenger, 89-year-old Richard Osga, suffered a traumatic brain injury in the crash and was removed from life support at the hospital on Aug. 8, 2023.
Vincent turned herself into police at Troop E in Montville on Wednesday after learning of the warrant for her arrest. She is free after posting a $50,000 bond and due to appear Aug. 8 in Norwich Superior Court.
Vincent is charged with second-degree manslaughter with a motor vehicle, second-degree assault, reckless driving, following too closely, distracted driving, failure to slow down for an emergency vehicle and endangering a highway worker.
