Conn. special education teacher on leave following fourth arrest since May

A New Haven school teacher is on leave following a number of arrests since the spring, including those in September and earlier this month on felony charges.

L’Tanya Brooks-Draughn, 45, has been arrested four times since May, according to Officer Christian Bruckhart of the New Haven Police Department.

State Judicial Branch records indicate she has three cases pending, including two that have been statutorily sealed from the public. Cases are often sealed in the criminal justice system when defendants apply for a diversionary program to avoid a conviction.

A spokesperson for the New Haven Public School District said Thursday that Brooks-Draughn is currently on leave. Additional details about the leave period were not immediately available.

The spokesperson said school officials could not comment further.

Brooks-Draughn is a special education teacher at the Barnard Environmental Science and Technology School, according to the school’s website. She could not be reached for comment Thursday.

According to Bruckhart, Brooks-Draughn was first arrested on May 14 and charged with third-degree assault, second-degree breach of peace and third-degree criminal trespassing. The charges came following an incident at a private residence, Bruckhart said.

Brooks-Draughn was arrested again on June 13 and charged with second-degree breach of peace in connection with an incident at her home, according to Bruckhart.

On Sept. 20, she was charged with violation of a protective order for an incident that occurred at a restaurant on Whalley Avenue, Bruckhart said. Brooks-Draughn was arrested again for an incident at the same restaurant on Oct. 16. She was charged in that matter with two counts of violation of a protective order.

Bruckhart noted that none of the arrests were connected to any incidents on school property.

According to the police report in the most recent arrest, a woman called police just before 11:20 p.m. and reported a harassment complaint, alleging that Brooks-Draughn kept circling the McDonald’s parking lot where she worked and driving past the building. The woman said she had a protective order barring Brooks-Draughn from contacting her or her workplace and that Brooks-Draughn has recently been arrested for similar allegations, the report said.

According to the report, the woman has no connection to Brooks-Draughn beyond knowing her husband. The woman alleged that she has had an ongoing issue with Brooks-Draughn, the report said.

During the Sept. 20 arrest, the woman alleged that Brooks-Draughn confronted her and Brooks-Draughn’s husband in the parking lot of the McDonald’s.

During the incident earlier this month, the woman said she allegedly saw Brooks-Draughn in a white Dodge Durango stop in front of the restaurant on Whalley Avenue before driving into the parking lot and passing the building multiple times, the report said. She alleged that Brooks-Draughn passed by so slowly that she had time to make eye contact with her and was able to record video of the vehicle.

Police were able to view the video and use it as evidence.

Two officers went to Brooks-Draughn’s home and confronted her about the allegations. According to the report, she initially denied using her Durango that night before admitting that she left her residence to help pick up her husband’s vehicle after he was arrested earlier in the night. According to Judicial Branch records, the husband, Ralph Draughn, was charged by New Haven police with first-degree threatening, stealing a firearm, criminal possession of a firearm and other weapon charges.

Brooks-Draughn told police she did drive on Whalley Avenue and spotted Draughn in the McDonald’s drive-thru, where she alleged that she stopped and yelled at him to get his attention, the report said. She said she knew the woman worked at the restaurant but did not know she was working that night, according to the report.

Brooks-Draughn was released on a promise to appear following her most recent arrest and is scheduled to appear in New Haven Superior Court on Nov. 19.
